Speaker Bio
Mercy Ndegwa is an accomplished public policy leader with over twenty years of experience in the technology and digital sectors. As the Public Policy Director for East & Horn of Africa and Regulatory Lead Africa at Meta, Mercy spearheads strategic policy engagement and regulatory advisory across the region. She is dedicated to fostering an innovative, inclusive, open, safe, and connected digital ecosystem in Eastern Africa.
In her role at Meta, Mercy leads the development and execution of public policy initiatives, advocates for progressive digital policies, co-creates policy solutions, builds and nurtures robust stakeholder networks spanning government, civil society, academia, and industry. She collaborates closely with Meta’s cross-functional teams to advance user safety online, promote internet access and inclusion, foster innovation and digital skills building, safeguard electoral integrity, and implement programs that drive social and economic empowerment. Mercy is also responsible for articulating Meta’s positions on key policy issues to diverse audiences throughout the region.
Prior to joining Meta, Mercy held senior management positions at Safaricom PLC and the GSM Association, where she specialized in public policy advisory, regulatory affairs, competition management, compliance, risk management, data governance, stakeholder partnerships, government relations, and digital inclusion across East and Sub-Saharan Africa. Her leadership extended to serving as Chair of the Telecoms Assembly within the East Africa Communications Organization (EACO) in 2017 and 2018. She is currently a board member of InAble.org, a non-profit organization championing digital accessibility and inclusion for persons with visual disabilities, amongst other board positions.
Mercy is also passionate about empowering children and women through mentorship and charitable initiatives, and she balances her professional and philanthropic commitments with her role as a mother.
