Brian Muthiora serves as the Executive Head of Mobile Financial Policy & Regulation at Vodacom Group, where he leads strategic policy and regulatory initiatives across the Group’s African markets. With over 18 years of experience in financial services regulation, Brian brings deep expertise and a collaborative approach to advancing inclusive, technology-driven financial ecosystems.

In his current role, Brian provides high-level guidance on regulatory strategy for Vodacom and M-Pesa operating companies, helping shape enabling environments for mobile financial services. He works closely with public sector stakeholders to support the development of progressive policy frameworks that foster innovation and financial inclusion.

Brian’s career spans both the banking and telecommunications sectors, including previous roles at GSMA and Safaricom PLC, where he contributed to regional and global policy dialogue on mobile money and digital finance.

He holds both bachelor’s and master’s degrees in Law and is a Certified Anti-Money Laundering Specialist. Brian is deeply committed to responsible innovation and the transformative potential of mobile financial services in Africa.
