Speaker Bio
Modou Mamoune NGOM is a Senior Policy Manager for the West Africa Sub-region. With over 28 years of experience in digital policy, regulation, and broadband connectivity, he brings a rich blend of public and private sector expertise and has worked closely with governments, regulators, telecom operators, civil society, and international organisations across the digital ecosystem.
He previously served as the Coordinator of the Coordination and Management Unit of Senegal’s Telecommunications Universal Service Development Fund (FDSUT) and as Director of Telecommunications at the Ministry of ICT in Senegal. He has also held consultancy and leadership roles with global companies in the ICT and telecom industry, including Teligent, Orange France, Bouygues Telecom, Maroc Telecom, Aqsacom, and Alcatel. Modou also represented Senegal at leading international organisations such as the International Telecommunication Union (ITU), the International Telecommunications Satellite Organization (ITSO), the African Telecommunications Union (ATU), and Smart Africa.
Throughout his career, he has led the formulation and implementation of national telecommunications strategies, policies, and legal reforms. His work has focused on universal access and service, regulatory frameworks, and broadband programs aimed at expanding connectivity and fostering digital inclusion across West Africa.
Modou holds a Master’s in Telecommunications Engineering from ESIEE Paris, a Master’s in Digital Regulation from Telecom Paris, and a Bachelor’s in Business Management from CNAM Paris.
