Speaker Bio

Ms. MUKESHA is the Director General of the National Identification Agency (NIDA), a key institution under Rwanda’s Ministry of ICT and Innovation, responsible for Identification and Population Registration. With over 18 years of expertise in Database Management, Information Systems, Networking, Project Management, and People Management, Ms. MUKESHA has been instrumental in modernizing Rwanda’s Civil Registration and Vital Statistics (CRVS) system. Under her leadership, Rwanda successfully digitized all 9 vital events, transforming the country’s CRVS infrastructure.


Currently,Ms. MUKESHA is at the helm of the implementation of Rwanda’s Single Digital Identity project, an ambitious initiative designed to create inclusive identity verification mechanisms across public and private sectors. Her extensive technical expertise and strategic vision have been pivotal in ensuring that NIDA delivers innovative and sustainable solutions aligned with Rwanda’s national development goals. She is a member of the Advisory Credit Reporting Council at the National Bank of Rwanda.


Beyond her national contributions, Ms. MUKESHA serves as the Chair of the African eCRVS Shared Asset (ACSA) Advisory Board and represents Rwanda as its ambassador at the ID4Africa movement, where she champions improved identification systems across Africa.


Ms. MUKESHA holds a master’s degree in information technology from Carnegie Mellon University. Her leadership and vision continue to drive advancements in the digital transformation of Rwanda's public systems, reinforcing the country’s commitment to technological innovation and inclusive development.
