Rugigana Evariste currently serves as the Director General of the Rwanda Utilities Regulatory Authority (RURA), where he leads regulatory oversight across multiple sectors including telecommunications, Transport, energy, and water services. • Prior to his current role, Evariste spent five years (2018-2023) working as Director of Cabinet at the Office of the Prime Minister, where he was responsible for coordinating government functions and policies. Before that, he served as the Economic Advisor to the Prime Minister for over five years, offering counsel on economic policies and national development priorities. • With over 15 years of experience across the public and private sectors, his expertise spans roles such as a teaching assistant, a revenue economist and economic policy analyst and researcher with a significant portion of his experience concentrated in public service. • Evariste holds a Master’s Degree in Economics from the National Graduate Institute for Policy Studies (GRIPS) in Tokyo, Japan, and a Bachelor’s Degree in Economics from Makerere University, Uganda.
