Speaker Bio
Caroline Koech is the Executive Director of the East African Communications Organisation (EACO), a Regional Regulatory Association bringing together regulators, operators, and stakeholders from East Africa to harmonize policies, foster innovation, and promote integration in the ICT, broadcasting, and postal sectors.
Prior to joining EACO, she served at the World Bank, where she co-led flagship programs focused on digital economy acceleration including broadband infrastructure development, data governance, and digital skilling in East and Southern Africa. She has been instrumental in shaping cross-border initiatives such as the One Network Area, cross border connectivity, regional spectrum and frequency coordination, frameworks for harmonization of data, frameworks among others.
At EACO, Caroline is driving forward critical agendas on universal service funds, cybersecurity collaboration, environment and e-waste management, ICT statistics and digital inclusion.
Passionate about the intersection of policy, innovation, and development, Caroline brings extensive experience in convening governments, regulators, and industry to enable inclusive digital transformation. She has engaged widely with partners including ITU, GSMA, Smart Africa, and the African Telecommunications Union to align regional priorities with global digital trends.
She holds a Masters degree in ICT from the University of Sunderland UK, and a Bachelor of Science degree from University of Nairobi, Kenya and is recognized for her leadership in advancing digital cooperation and empowering Africa’s digital future.
