José Sobreira is a telecom security leader with over 25 years of experience in fraud management, cybersecurity, and corporate security across Europe and Africa.


He began his career in 1994 at Vodafone Portugal, where he spent seven years building his expertise in network operations and fraud prevention. In 2001, he joined Optimus (now NOS) as Director of Fraud and Telecom Service Security, a position he held for 12 years, leading major anti-fraud initiatives and contributing to European best practices.


In 2014, José returned to his home country, Angola, to join Unitel, the nation’s leading mobile operator with over 20 million subscribers. He established and currently leads the Risk, Fraud and Security Department, overseeing Fraud Monitoring and Investigation, Cybersecurity, Information Security, Telecom Network & Services Security, and Physical Security Operations.


At the international level, José serves as Chair of the GSMA Africa Fraud and Security Group (AFASG), representing the collective security and fraud management interests of African mobile operators.


He has been recognized three times internationally for his leadership and contributions to the telecom industry — twice by the GSMA (in 2002 and 2019) and once by TM Forum (2013) — for his pioneering work in fraud prevention frameworks and cross-industry collaboration.
